A Community Title Scheme (CTS) is a group of strata-titled units with common property.

Urban Utilities classifies Community Title Schemes (CTS) into three groups – Option A, Option B and Option C – for billing purposes. Simpler Pricing will also affect CTS in different ways depending on their classification.

Outlined below are the key changes for Non-Residential CTS.

 Overview Option A Community Title Schemes have a single boundary meter (parent meter) to measure the volume of water delivered to the scheme.

Each unit within the scheme also has an approved sub-meter to measure the volume of water delivered to the individual lot.
Option B Community Title Schemes have boundary meter/s (parent meter) to measure the volume of water delivered to the scheme.

Each lot is allocated a CSLE (lot entitlement) by the developer when the scheme is registered.
 Option C Community Title Schemes have a boundary meter (parent meter) to measure the volume of water delivered to the scheme.

An agreement between the Body Corporate and Urban Utilities to charge all water volume, disposal and service charges to the Body Corporate.
Body Corporate Account
Water Usage + Bulk Water  Body Corporate is billed the residual water known as ‘common water’, which is the difference between the head meter reading and all the sub-meters.  No charge to the Body Corporate Account. Body Corporate is treated as a single owner and is billed all water usage charges.
Sewage Disposal Charge
 Sewage Disposal charges will apply to the residual volume (using the discharge factor for the entire property).  No charge to the Body Corporate Account. Body Corporate is treated as a single owner and is billed full disposal charges.
Water Service
 N/A  N/A  Water Services charge based on size and quantity of meters.
Sewerage Service  N/A  N/A Sewerage Services charge based on size and quantity of meters and discharge factor for the entire property.
Unit (Child) Accounts
Water Usage + Bulk Water
 Applied based on sub-metered reading for that lot.  Billed a portion as per Lot and Plan Entitlement based on the volume recorded at the boundary meter.  N/A
Sewage Disposal Charge
 Sewage Disposal charges will apply to the usage volume (using the Discharge Factor for the lot).  Billed a portion as per Lot and Plan Entitlement based on the volume recorded at the boundary meter (using the Discharge Factor for the lot)  N/A
Water Service Water Services charge based on size and quantity of meters.  Water Services charge based on a single logical meter.  N/A
Sewerage Service  Sewerage Services charge based on size and quantity of meters and discharge factor for the lot.  Sewerage Services charge based on a single logical meter and the discharge factor for the lot.  N/A
 Trade Waste Trade Waste Category 2 charges, if applicable, will apply to the usage volume (using the Discharge factor for the lot).  Trade Waste Category 2 charges, if applicable, will apply to the usage volume (using the Discharge factor for the lot).  N/A
