We recently made some small but important changes to this section as part of our Simpler Pricing initiative.
Combined Flow Capacity Factor and Discharge Factor are both new and important as, from Friday 1 October 2021, they’ll be used to calculate water and sewerage service, sewage disposal and trade waste charges for non-residential customers.
A Flow Capacity Factor is a numerical value, also referred to as a multiplier, attributed to a water meter, which indicates how efficient it is at allowing water to flow. Each multiplier represents the increased efficiency of larger water meters to draw water from our network compared to standard meters.
Combined Flow Capacity Factor is the combined total of all multipliers (FCFs) where there are multiple meters supplying a property as set out in the table below:

If a your meter size lies between one of the sizes shown in the table above, the next smallest meter size FCF applies.
Discharge Factor is a percentage value identifying the proportion of the water used at your property we estimate will be discharged back into our sewers. Discharge Factors are determined by your Land Use Code and differ between property types and industries.
Urban Utilities usage charges
Usage charges are calculated on a per kilolitre (kL = 1000L) basis and vary depending the volume of water used at your property between meter reads. They're also tiered to promote water efficiency, so the more you use in your operation, the more you pay. Usage up to 822L per day (the daily equivalent to 300kL per annum) is charged at the Tier 1 price, and usage over 822L per day is charged at the Tier 2 price.
As such, the calculation of the Urban Utilities water usage charge is as follows: Water Usage up to Tier 1 Threshold (kL) x Water Usage Tier 1 Price + Water Usage over Tier 1 Threshold (kL) x Water Usage Tier 2 Price = Urban Utilities Water Usage charge
State bulk water charge
We also collect variable bulk water charges on behalf of the State Government via our bills without any mark up. It's also charged on a per kL basis.
The payment slip displays important information such as your customer reference number and payment identification.
A fixed daily charge that applies to properties connected to our water network and helps pay for new infrastructure, operating and maintaining the network and the fire-fighting capacity it provides.
From Friday 1 October 2021, the non-residential water service charge is based on the size and number of water meters supplying a property.
Urban Utilities sets a base price each financial year for minimum sized water meters (20-25mm) and applies a multiplier, or Combined Flow Capacity Factor (CFCF), to larger meters as per the below table.

Sewerage service charges apply to all properties connected to our sewer network and help pay for the maintenance and operation of the infrastructure needed to collect, transport and treat sewage from your business safely and sustainably.
Sewage disposal charge - Simpler Pricing is a variable charge to replace pedestal charges and some trade waste charges, incurred from 1 October 2021 under our new, simpler tariffs. Sewage disposal charges contribute to the costs associated with the safe and sustainable transport and treatment of domestic strength sewage.
Sewage service charge - Simpler Pricing is a charge based on the connection size of the water meter (or meters) supplying your property multiplied by a Discharge Factor percentage, also incurred from 1 October 2021 under our new, simpler tariffs.
Trade waste category 2 and/or 3 - Simpler Pricing are new, streamlined charges for non-residential customers who discharge above domestic strength waste into our sewers and contribute to the additional treatment costs associated with trade waste. Trade waste is waterborne waste other than human waste, stormwater or waste that is a prohibited substance. Please note: From Friday 1 October 2021, as per our Simpler Pricing initiative, trade waste charges will appear in the Sewerage Services section of your bill, along with your other wastewater charges
