Relocation of an existing water meter from one position to another

Property owners may need to relocate an existing water meter (and the pipework associated with the meter) to accommodate a new driveway or small structure (such as a shed) within a property.

We require all new water meters (including relocated meters) and water property services (i.e. pipes) to be located clear of driveways and other vehicle access points for two reasons:

  • to protect the health and safety of Urban Utilities’ water meter readers, ensuring that our staff can access and read water meters safely and
  • to avoid damage (and associated costs) to driveways if a water property service requires repair or replacement.

When considering a new or widened driveway, it is important to take note of the existing location of your water meter. This will assist you in planning the location of a new driveway and ensure that the costs of relocating your water meter are included in your development budget where applicable. New or modified driveways typically require approval from your local council in the first instance.

Note: modifications to private plumbing (i.e., the water pipes within your property and up to the meter) are not covered by this Request. You will need to engage a plumber and they will need to be onsite to complete any adjustments to private plumbing required by the relocation of a water meter. Costs associated with private plumbing are the responsibility of the applicant and will not be represented in the quote provided by Urban Utilities.

Raising the lid of a manhole by a maximum of 1.0m

You may want to make small modifications to an existing wastewater maintenance structure (manhole), including raising the lid or level of an existing maintenance structure within your property by up to 1.0m.

Raising the level of a manhole may be needed if you are undertaking landscaping or earthworks within your site and the manhole needs slight modification to match the new ground level. However, there are some limitations:

  • the lid is to be raised by no more than 1.0m and
  • the total depth of the manhole (after being raised) is no greater than 3m and
  • the manhole is a circular (not square) manhole with a diameter of 900mm (described by Urban Utilities as a ‘G-Type’ manhole).

These limitations are in place to ensure that the structural integrity of the manhole is not compromised by the works.

The following changes cannot be approved through this Request form (and should be applied for by lodging a either a Standard Connection or Non-Standard Connection application:

  • relocating a manhole from one position to another
  • modifying a manhole that is not within your site (for example, a manhole within a public road) or
  • lowering the level of an existing manhole.

Connecting a water service to a council park

Local councils, or their contractors, can use this Request to apply for a new water connection in a council-owned park which will provide water for a drinking fountain or similar use.

Note: any new water connection required to support a Development Approval (for example, a new kiosk) within a council park cannot use this Request form; for these types of changes, you will need to lodge a Standard Connection application or a Non-Standard Connection application

Small extensions to existing wastewater infrastructure

You may want to extend existing wastewater infrastructure up to a maximum additional length of 10m, or adjust the end  (‘termination’ point) of the existing wastewater network because of building works, the installation of a new driveway, or other construction activities.

Note: the wastewater network cannot be extended in all circumstances. Following your application, we will assess the infrastructure to determine whether the works can be completed through this process.

Installation of a new water meter

Property owners may want to install a meter for a new residential lot (for example, a new lot created via a residential subdivision), or because the water meter was not installed by the developer (usually because of an omission or error).

It is a requirement that the water property connection and water meter box are already in place to seek approval via this Request.
